Audience definition
A defined audience beats a large one.
A build begins with the question nobody enjoys: who is excluded? Gaps are measured and reported, not interpolated. Rather than a percentage, you get the numbers the percentage was made from.
File assembly
Records drawn together against those criteria, deduplicated, and checked for completeness.
Row-count assertion
Checking the delivered file holds the number of rows the summary claims it holds.
Jurisdiction split
Separating records by the rules that apply where the person is, not where the file was built.
